Characteristic of bureaucratic elements in the Negentropy Alliance, traditionalists in the Caretaker worlds, some Utopia, Sophic, and Hider polities and cultures, and baseline/nearbaseline elements of the Terran Federation. Extreme neophobia is often found among ludd and prim cultures and mentalities outside the main nexus of civilization
Neophobe: One who fears change and wants to abort technological and social transformation. A ludd or cryptoludd.
